Obama calls for irregular forces to lay down arms in Ukraine

WASHINGTON (AFP) - US President Barack Obama urged his Russian counterpart Vladimir Putin on Monday to press pro-Moscow groups to lay down their arms in Ukraine amid escalating tensions.

Obama used the phone call requested by Moscow to express his "grave concern about Russian government support for the actions of armed, pro-Russian separatists who threaten to undermine and destabilize the government of Ukraine," the White House said.

"The president emphasized that all irregular forces in the country need to lay down their arms, and he urged President Putin to use his influence with these armed, pro-Russian groups to convince them to depart the buildings they have seized."

Washington said earlier it was consulting European allies and hinted that more sanctions on Russia's economy could be coming, to punish what it sees as Moscow's sponsorship of pro-Russia violence in eastern Ukraine.

In the latest in a string of tense phone calls between the two leaders, Obama "reiterated the importance of Russia withdrawing its troops from Ukraine's border in order to defuse tensions."

He also hailed Ukraine's "remarkable restraint" in the face of what Washington brands as Russian meddling in its neighbor.

The Kremlin had earlier said Putin told Obama the charges of interference were "unfounded."

The White House and the State Department signaled fresh sanctions could be coming for Russia over what Washington says are provocations in eastern Ukraine, including the seizure of administrative and police buildings by Moscow-backed armed groups.

And Obama pointed out to Putin "Russia's growing political and economic isolation as a result of its actions in Ukraine and made clear that the costs Russia already has incurred will increase if those actions persist," the White House said.

In a sign of growing tensions in the worst East-West crisis since the Cold War, a Russian Su-24 fighter jet made several low-altitude, high-speed passes near the USS Donald Cook cruise missile destroyer over the Black Sea.

EU foreign ministers also announced they were expanding the list of 33 Ukrainian and Russian officials and business leaders hit by asset freezes and visa bans for their role in the Ukraine crisis -- though the bloc stopped short of harsher measures ahead of a Geneva meeting of top EU, US, Russian and Ukrainian officials this week.

Obama warned that while a diplomatic solution is still possible, "it cannot succeed in an environment of Russian military intimidation on Ukraine's borders, armed provocation within Ukraine and escalatory rhetoric by Kremlin officials."

Iraq shuts infamous Abu Ghraib prison over security fears

BAGHDAD (AFP) - Iraq has closed Abu Ghraib prison, made infamous by Saddam Hussein s regime and US forces, due to security concerns following a mass breakout last year, the justice ministry said Tuesday.

The country is suffering a protracted surge in violence that has claimed more than 2,550 lives so far this year, and the area west of Baghdad where the prison is located is particularly insecure.

"The ministry of justice announced the complete closure of Baghdad Central Prison, previously (known as)  Abu Ghraib,  and the removal of the inmates in cooperation with the ministries of defence and justice," it said in an online statement.

The statement quoted Justice Minister Hassan al-Shammari as saying that 2,400 inmates arrested or sentenced for terrorism-related offences have been transferred to other facilities in central and northern Iraq.

"The ministry took this decision as part of precautionary measures related to the security of prisons," Shammari said, adding that Abu Ghraib prison is "in a hot area." It was not immediately clear whether the closure was temporary or final.

The prison is located between Baghdad and the city of Fallujah, which has been held by anti-government fighters since early January.

The prison served as a notorious torture centre under now-executed dictator Saddam Hussein, with an estimated 4,000 detainees perishing there.

Abu Ghraib later became a byword for abuses carried out by US forces following the 2003 invasion when photographs surfaced the following year showing Iraqi detainees being humiliated by American guards, igniting worldwide outrage.
In July 2013, militants assaulted Abu Ghraib prison and another in Taji, north of Baghdad.

Officials said hundreds of inmates escaped and over 50 prisoners and members of the security forces were killed in the assaults, which were claimed by the Islamic State of Iraq and the Levant, a powerful jihadist group.

Iraq has been hit by a year-long surge in violence, driven principally by widespread anger among the Sunni Arab minority, who say they are mistreated by the Shiite-led government and security forces, as well as by the civil war in neighbouring Syria.

Violence in Iraq has killed more than 340 people since the beginning of the month, according to AFP figures based on security and medical sources.

A conference "Kashmir Through Women's Eyes" held at EU Parliament

Brussels: A conference titled as "Kashmir Through Women's Eyes" was organised by International Council for Human Development (ICHD) and Kashmir Council EU on Tuesday at European Parliament.

The conference was hosted by member of European Parliament Dr.Sajjad Haider Karim.

A number of the prominent personalities including Farzana Yaqoob, the minister of Social Welfare of AJK, Khaula Siddiqi, co-founder of SILK from Canada, Member of Brussels Parliament Daniel Caron, Sadia Mir, a lecturer at a University in UK, Saddiqe Kayani from Germany and Shamaila Mehmood from Pakistan, HR activist from Holland Marjan Locas, MEPs and a large number of women from Kashmir and Europe participated in the event.

Addressing the conference as main guest, the AJK Minister Farzana Yaqoob said, people in Indian Held Kashmir are being deprived of basic rights. Their rights have been violated by the state machinery. The government in the Held Kashmir  is involved in the statement terrorism through black laws. Unfortunately, big powers of the world take action only when they have interests. By oppressing the people, India avoided the rights of self-determination of Kashmiris but nobody is ready to prevent it. International community should come forward and help the Kashmiris in order to provide them right of self-determination.

Sajjad Karim as host of the conference said, we have talked about the rights of the Kashmiri people and would continue to raise our voices in support of Kashmir cause.

Khaula Saddiqi from Canada informed the participants of the conference about her personal story and said, she was just four years old when her parents brought out her from the Held Kashmir.

She said, she is still in contact with her friends and relatives as they are suffering from hardships and severe miseries.

Life of the people of Kashmir has been difficult specially Kashmiri women are suffering more than others.

Shamaila Mehmmod also described her story and said International community should provide justice to the people of Jammu and Kashmir. She also highlighted the issue of water in the region.

Member of Brussels Parliament Daniel Caron said, we always support the human rights and Europe should not ignore the issue of human rights in Kashmir. Member EU parliament Philip Bennion also talked during the conference.

Speakers of the conference emphasized that international community particularly human rights organizations should come forward to prevent human rights violation against the oppressed Kashmiri people especially innocent women of Kashmir.

Speaking on the occasion, ICHD Chairman Ali Raza Syed said, Kashmir is one of the longest outstanding conflicts that remain to this day. The conference was designed to highlight the plight of the Kashmiri women as the major victim of the conflict facing myriad problems including torture, rape, humiliation, murders, displacements and repressions.

He said, many leading voices struggling for the rights and freedoms of the women in general and Kashmiri women in particular attended the conference. We are proud to tell that most of the individuals, forums and organizations constituting women rights activists and lobbyists have acknowledged our initiative by participating in the event.

The ICHD is a representative forum of volunteer activists working for the human rights in Kashmir including right to self determination. We believe in peaceful promotion of the rights and freedoms of the people of Kashmir who are forced the live under the tyranny of the state repression, Ali Raza Syed said.

We believe that the conference would contribute towards the richness of the debate and strength of the demands by the women of Kashmir, he said. Questions and answers session was also held at the conclusion of the conference.

Taliban dictatorship not acceptable: Bilawal Bhutto

GARHI KHUDA BAKHSH:  Chairman Pakistan People’s Party (PPP) Bilawal Bhutto Zardari said on Friday that Taliban are deceiving in the name of negotiations, adding that his party won’t bow before savages, Dunya News reported. Addressing a public gathering in Garhi Khuda Bakhsh on the occasion of 35th death anniversary of party’s founder Zulfiqar Ali Bhutto, Bilawal said that those who termed Quaid-e-Azam as ‘Kaafir-e-Azam’ are being negotiated with today. He said that those who level allegations against PPP are politicking over children’s dead bodies. He alleged that Prime Minister Nawaz Sharif only issued statements and made promises when he came to Tharparkar, claiming that Prime Minister’s team stopped aid of drought affectees. He said the nation is at a point of history right now where uncertainty prevails and every heart is filled with fear. “Terrorists want to take away our identities and existence,” he said, adding that people are asking for way from blind in the name of negotiations. “What did we do that history is not willing to forgive us?” he asked the audience. He said that the country is facing the crises today because the nation buried the man thirty five years ago that was akin to light for nation. “Zulfiqar Ali Bhutto was a philosophy and ideology; he was the man upon whom the poor relied,” he said. Bilawal said that it was his grandfather who transformed the country into an atomic power. He said that he is worried seeing Punjab as held hostage in the hands of terrorists, adding that this wouldn’t be the case if Z.A. Bhutto was alive. Pakistan needs a Bhutto once again today, he said. Lamenting at the privatization scheme of government, Bilawal said that nation’s house is being auctioned in the name of privatization, adding that no one even thought of taking the nation into confidence. Pakistan’s assets are capital of nation’s poor people, he said, adding that the nation will not be thrown in unemployment. Our nation has built these assets after making several sacrifices, he added.

“If government cannot run the country, does this mean we should sell it?” He asked. Bilawal asked what price Pakistan has to pay for friendly money paid by friendly country. He said those who want to rob the country in the name of privatization are not friends. He said the government has left the nation as professional beggars. Bilawal said that his party is descendant of martyrs, adding that dictatorship of Taliban will not be tolerated. Several Jiyalas (party workers) are confronting terrorists even today, he added. He said that his party’s government will not remain silent on demolishing of temples unlike Punjab government. Harming and burning minorities’ worship places is not Islam, he said, adding that the army is honourable and not anyone’s private property. He said that it is not wise to muddle in others’ war. Bilawal kept chanting “Khappay khappay Bhutto Khappay” slogan which literally means “Bhutto needed.”

Ensure open access for internet service suppliers and ban roaming fees: EU Parl.

Brussels: Internet access providers would be barred from blocking or slowing down selected services for economic or other reasons by the latest draft EU “telecoms package” legislation voted by Parliament on Thursday. MEPs also voted to ban "roaming” charges for using a mobile phone in another EU country, as of from 15 December 2015.

"Today's vote is a great step towards strengthening the telecommunications single market.  Parliament wants to abolish retail roaming charges for voice, SMS and data by 15 December 2015 and improve radio spectrum management to develop 4G and 5G throughout Europe", said rapporteur Pilar del Castillo Vera (EPP, ES).

“We have achieved further guarantees to maintain the openness of the Internet by ensuring that users can run and provide applications and services of their choice as well as reinforcing the Internet as a key driver of competitiveness, economic growth, jobs, social development and innovation”, she added. Ms del Castillo's report was approved by 534 votes to 25, with 58 abstentions.

MEPs want clear rules to prevent internet access providers from promoting some services at the expense of others. EU telecoms regulator BEREC reported that several internet access providers were blocking or slowing down services like “Skype”, which is used to make phone calls over the internet.

Internet access providers would still be able to offer specialized services of higher quality, such as video on demand and business-critical data-intensive “cloud” (data storage) applications, so long as these services are not supplied to "the detriment of the availability or quality of internet access services" offered to other companies or service suppliers.

MEPs shortened the European Commission's list of “exceptional” cases in which internet access providers could still be entitled to block or slow down the internet. MEPs say these practices should be permitted only to enforce a court order, preserve network security or prevent temporary network congestion. If such "traffic management measures" are used, they must be "transparent, non-discriminatory and proportionate" and "not be maintained longer than necessary", they add.

MEPs underline that internet access should be provided in accordance with the principle of "net neutrality", which means that all internet traffic is treated equally, without discrimination, restriction or interference, independently of its sender, recipient, type, content, device, service or application.

MEPs also amended the text to ban “roaming” charges (extra fees for using a mobile phone to call, send text messages or access the internet in another EU country) anywhere in the EU as of 15 December 2015. If roaming services are abused, however, capped charges could exceptionally be imposed, MEPs say.

The European Parliament voted on its first reading of the draft legislation, in order to consolidate the work done so far and hand it over to the next Parliament. This ensures that the MEPs newly elected in May can build on work done during the current term.

MEPs cut customs duties on imports from Ukraine

Brussels: About 98% of the customs duties that Ukrainian iron, steel, farm produce and machinery exporters pay at EU borders will be removed by a proposal backed by European Parliament on Thursday. This unilateral measure will boost Ukraine’s struggling economy by saving its manufacturers and exporters €487 million a year.

"The European Parliament has supported an EU path for Ukraine for many years. This is our first chance to demonstrate our support in practical terms, to help Ukraine during its current economic crisis in the face of dwindling currency reserves and increased pressure from the Kremlin", said rapporteur Pawel Zalewski (EPP, PL).

"As Putin closes Russian markets for Ukrainian exports, we are opening them" he added. The European Parliament backed his proposal by 531 votes to 88, with 20 abstentions.

This unilateral trade measure, set to apply from May 2014, will remove 94.7% of   EU tariffs currently charged on industrial goods imports from Ukraine and reduce them for the remaining handful of industrial goods.

It will also remove EU tariffs on over 80% of Ukraine’s farm produce exports.

However, the EU will restrict the amounts of “sensitive” products, such as cereals, pork, beef, poultry, and processed food, that may be imported tariff free, so as not to harm the interests of EU producers of these products.

This EU trade “preference” measure does not require Ukraine to reciprocate by removing its own customs duties on imports from the EU, but will require it not to raise them.

EU imports from Ukraine will nonetheless have to comply with EU rules on origin labeling and the Ukrainian authorities will have to ensure that third country goods disguised as Ukrainian ones do not enter the EU via Ukraine.

The measure also entitles the EU to reimpose tariffs if imports from Ukraine flood the EU market in volumes that cause, or threaten to cause, serious difficulties to EU producers of the same goods.

It would apply from the date when it is finally approved until 1 November 2014, or until the EU-Ukraine association agreement, including a deep and comprehensive trade deal which foresees bilateral liberalization of trade, enters into force.

The measure still requires the formal approval of the EU Council of Ministers. The EU foreign policy chief Catherine Ashton has already announced that the preferences “will start to be applied within a few weeks

EU strategy beyond the nuclear file

Brussels: The EU should exploit the current window of opportunity of nuclear talks and internal developments in Iran, which favour both domestic reform and better EU-Iran relations, says Parliament in a resolution passed on Thursday. It also calls on the EU to be more active in addressing the human rights situation and in supporting civil society in Iran. MEPs say that once a comprehensive agreement is reached that guarantees that Iran’s nuclear program is exclusively peaceful, the EU should gradually drop its nuclear-related sanctions.

If substantial progress is made in talks on the nuclear file, the Council should start devising a concept for bilateral EU-Iran relations, including a possible formal EU-Iran agreement, says the resolution. The EU and Iran could focus cooperation on areas including the development of civil society and the private sector in Iran, the fight against narcotics and the environment, education and health.

Parliament also calls for the first steps to be taken towards opening an EU delegation in Tehran by the end of this year. This would be an efficient means of influencing Iranian policies and the dialogue on human and minority rights, it believes. MEPs add that EU policy towards Iran should be more independent.

MEPs have major concerns about the persistent systematic violation of fundamental rights, the high number of executions and the restrictions on freedom in Iran. The country should release all jailed human rights defenders, political prisoners, trade unionists and those detained after the 2009 presidential elections, the resolution says. Iran’s Charter of Citizens' Rights must also comply with its international obligations, namely when it comes to non-discrimination, banning torture and ensuring individual and collective freedoms.

The EU should engage in an inclusive high-level human rights dialogue with Iran that would include the judiciary and security forces and the EU institutions must do more to empower and develop civil society within Iran, MEPs say.

The resolution stresses that Iran should be involved in all discussions seeking a diplomatic solution to the crisis in Syria and in the region, provided it shows commitment to achieving this. It should use its influence in Syria to stop the bloodshed and cooperate with the EU and the US in Afghanistan, namely on drug trafficking and protection of refugees, MEPs add.

Brussels: On 27 March, over 150 EU citizens will be in Brussels to debate the future of Europe, at the EU's invitation.

The debate follows discussions with European Commissioners held in all the countries of the EU since September 2012. Attended by over 15 000 people, these have enabled citizens to air their views on Europe's future economic and political development ahead of the European elections in May.

3 participants from each of these discussions will take part in debates throughout the day in Brussels. Topics will include

• citizens’ rights


• overcoming the crisis


• climate change


• consumer concerns that affect people's everyday lives.

The final debate will bring everyone together with European Commission President José Manuel Barroso from 16.00 to 17.00 CET. You can watch the event live via webstream and join in on social media.

2013 was the European Year of Citizens, which sought to familiarise people with their rights as EU citizens. Dialogues were held all over Europe, enabling EU citizens to express their hopes and aspirations for the future and their views on the direction the EU should take. These have continued into 2014. In a poll conducted during the debates, 51% thought Europe would emerge stronger from the crisis, while 74% wanted closer political union. 88% favoured holding more debates.

The views expressed by citizens will help to guide plans for future reform of the EU. In an election year, it is particularly important for citizens to have a direct say in the debate.

Being Christian is not a crime: RoulaGhani

Kabul: In an interview with Foreign Policy Mrs. RouylaGhani stated her views about Afghanistan’s political future and her husband’s programs for the country’s development.

In answer to first question about her husband’s main program she said:

“Dr. Ashraf Ghani has a very intellectual approach to his country’s affairs and believes in cooperation with all countries in the world for Political and economic reconstruction in Afghanistan. He believes that there is no reason to cut relations with any country in the world and just setting up a relationship with them is important. Dr. Ashraf Ghani believes that both Palestine and Israel should Simultaneously have representation in Kabul and there is no political obstacle in the way.”

She added: “although I couldn’t live in Afghanistan during my marriage, I am familiar with Afghans’ behaviors and, as the country’s first lady; I can easily communicate with the public, especially women.”

In response to the question of whether you, as a Christian, would have any problem in playing the role of presidential spouse in a country with more than 99 percent of Muslims, she said: “being Christian is not a crime; however, my mother is a Jew. I believe that Afghan women have converted to Islam under pressure, because there have not been another way. If you describe Christianity for them, no doubt, more than half of them will be converted to this religion. During past ten years, I have indirectly supported the works of some Evangelical Christian groups in the central, northern regions as well as Kabul.

If I am present in presidential palace, surely I will expand this job. Because Afghan people should know that Christianity isn’t what Mullahs have told them. Women's freedom will be so sweet on its own that will solve the issue of my Christianity.

Syrian army captures strategic border town

DAMASCUS:Syrian forces, backed by Lebanese Hezbollah fighters, are in full control of Yabroud after clearing out rebels holed up in the strategic Syrian town for months, Syrian state media and opposition activists have reported.

Capturing Yabroud, the last major rebel bastion near the Lebanese border north of Damascus, will help President Bashar al-Assad secure the land route linking his Mediterranean coastal stronghold with the capital Damascus, and choke off a cross-border rebel supply line from Lebanon.

"The Syrian army is now in full control of the town of Yabroud in Damascus [province] and are now combing through the city and dismantling the roadside bombs planted by terrorists," SANA news agency reported on Sunday.

"We took total control of the town ," an army officer confirmed to the AFP news media as visibly exhausted soldiers rested on pavements lining the streets.

"This was the most difficult battle we have fought because the rebels were in mountains surrounding the town, and in buildings in Yabrud," the officer said.

"First we had to occupy the hills, and then on Saturday we entered the town through the east, up to the sports centre. Today we finished the work."

A military source told the Reuters news agency that most of the rebels had pulled out of Yabroud around dawn on Sunday, a day after pro-government forces had entered eastern districts of the town and captured several strategic hilltops in the surrounding Qalamoun mountains.

Abu al-Huda al-Homsi, an activist in Qalamoun, told Al Jazeera that the Syrian regime soldiers and Hezbollah stormed into Yabroud under a cover of heavy aerial and artillery bombardment.

"They used a scorched-earth policy, showering us with tens of shells every day until he fighters were forced to withdraw," he said.

But a spokesman for the rebel group Jabhat al-Nusra, al-Qaeda's official affiliate in Syria, said Assad's forces had not captured the city and that fighting was continuing on the outskirts of Yabroud.

Fighters flee

A fighter in Yabroud from Jabhat al-Nusra said the rebels were heading towards nearby rebel-held villages including Hosh Arab, Rankous and Flita.

Meanwhile, a Lebanese military source was quoted by Lebanese local channel LBC on Sunday as saying that more than 1,000 fighters fled to the mountainous border area near the Lebanese town of Arsal, a crossing point 20km to the northwest which rebels and refugees have used regularly.

The Jabhat al-Nusra fighter, however, told Reuters the rebels did not plan to withdraw to Arsal.

Ahmad Fliti, the vice mayor of Arsal, told Al Jazeera that the Syrian airforce launched two strikes on the outskirts of Arsal on Sunday. The Sunni town has been exposed to frequent aerial bombardment by the Syrian regime over the past year.

Al-Manar TV, the mouthpiece for Hezbollah, which spearheaded the fight to dislodge fighters from Yabroud, aired footage showing soldiers searching the town.With the fall of Yabroud, Hezbollah managed to sever a key rebel supply line to Arsal.
